Spend your money elsewhere, the owner is rude and xenophobic. He wants to know your nationality before even discussing renting a bike to you, then if you call him back to ask why he's so rude he'll just block you.

I guess me being American isn't good enough for him. Either that or he's allergic to money.

Spend your money ANYWHERE else.

Caveat emptor.

The owner LIED about not having any bikes, how do I know?

Because we had a Malay person ask FIVE MINUTES LATER AND HE HAD TWO BIKES.
